Enforcement

Public safety is at the heart of our work. We have significant enforcement powers and will be working to prevent gambling from being a source or support to crime.

This will include the ability to:

  • issue non-compliance notices

  • suspend or take away licences

  • seek High Court orders.

The Gambling Regulation Act 2024 sets out a range of enforcement measures. Where the law is breached there is potential for licence revocation or suspension, substantial financial penalties (up to €20 million or 10 per cent of turnover) and / or criminal prosecution. The legislation provides for prison sentences of up to eight years for serious breaches, including failure to protect children from gambling.

An independent system of adjudication will be provided for and an independent appeals system will be established whereby licensees can appeal sanctions imposed by the Regulator.

Obligations under the Act will apply to licence holders, when they become licenced by GRAI, which will be on a phased basis.
